總檯央視記者：據報道，加拿大總理特魯多近日接受採訪時，呼籲志同道合的國家團結應對中國“脅迫外交”、“挑撥民主國家關係”，表示加方將繼續在人權等問題上挑戰中國，在貿易等領域與中國開展競爭，同時在氣候變化等問題上與中國進行合作。中方對此有何評論？
CCTV: According to reports, Canadian Prime Minister Justin Trudeau said in a recent interview that like-minded countries should show a united front against China’s “coercive diplomacy” and moves to play democratic countries off one another. He also said Canada will continue to challenge China on human rights and other issues, compete with China in such fields as trade, and work with China on issues like climate change. Do you have any comment?
趙立堅：加拿大領導人有關言論與事實不符，充滿了對中國的誤解和誤判。
Zhao Lijian: Certain remarks by the Canadian leader do not square with facts and are full of misunderstanding and miscalculation with regard to China.
中國堅持走和平發展道路，堅持同世界各國和平相處、合作共贏，堅持大小國家一律平等，致力於構建人類命運共同體。中國外交光明磊落，從來不搞什麼挑撥、脅迫。事實上，中國才是美國等西方國家“脅迫外交”的受害者。美國炮製孟晚舟事件，企圖遏制打壓中國高技術企業。以美國為首的少數國家打著人權、民主的幌子，在涉港、涉疆等問題上肆意干涉中國內政，企圖將他們所謂“規則”強加於中方。這才是赤裸裸的脅迫外交！
China is committed to the path of peaceful development and seeks peaceful coexistence and win-win cooperation with all countries, which we believe are all equal regardless of size. We aspire to build a community with a shared future for mankind. China’s diplomacy is totally above board. We never play countries off one another or coerce anyone. In fact, China is a victim of the coercive diplomacy of the US and other Western countries. The US plotted the Meng Wanzhou incident in an attempt to hobble and suppress China’s hi-tech industry. A handful of countries led by the US unscrupulously interfere in China’s internal affairs on issues related to Hong Kong and Xinjiang in the name of democracy and human rights, trying to impose their “rules” on China. That’s out-and-out coercive diplomacy!
當前中加關係處於何去何從的十字路口。到底視中國為夥伴還是對手？這是加方必須想清楚的根本性問題，也是影響中加關係發展的根本性問題。中方重視發展中加關係，主張在相互尊重、平等互利基礎上發展兩國關係。這一立場是一貫的和明確的。加方應摒棄對華錯誤認知，樹立客觀理性的中國觀，奉行積極務實的對華政策，同中方相向而行，推動中加關係重回正確發展軌道。
The China-Canada relationship is standing at a crossroads. Does Canada see China as a partner or a rival? This is a fundamental question bearing on the future of bilateral ties that Canada must think through. China attaches importance to relations with Canada and holds that we should grow bilateral ties on the basis of mutual respect, equality and mutual benefit. This is our consistent and clear position. Canada should replace its wrong perception of China with an objective and rational view, adopt a positive and pragmatic China policy, work with the Chinese side in the same direction and bring bilateral relations back onto the right track of development.

新華社記者：據報道，奈及利亞近日被迫銷燬106萬劑已過期的阿斯利康疫苗。媒體披露稱，透過新冠肺炎疫苗實施計劃從西方國家收到的疫苗運抵奈及利亞時僅剩4到6周的有效期，無法及時投入使用。發言人對此有何評論？
Xinhua News Agency: Nigeria had to destroy more than 1.06 million doses of expired AstraZeneca vaccines a few days ago. According to media reports, some doses Nigeria received through COVAX from Western countries only arrived within four to six weeks of expiry and could not be used in time. Do you have any comment on that?
趙立堅：我注意到了有關報道，也注意到塞內加爾、馬拉維、剛果（金）等非洲國家都不同程度地面臨疫苗過期問題。
Zhao Lijian: I noted relevant reports. I also noticed that African countries including Senegal, Malawi and the Democratic Republic of the Congo face similar problems of expired COVID-19 vaccines to varying degrees.
疫苗是抗擊新冠病毒的利器，是拯救生命的希望。儘管目前全球疫苗產量增加，接種率有所上升，但發達國家和發展中國家之間“免疫鴻溝”仍在擴大。廣大發展中國家仍然面臨缺苗少苗的困難境地。低收入國家只有5%的人口完全接種疫苗。以非洲大陸為例，13億人口中只有7.5%的人完全接種疫苗。而少數西方國家囤積的疫苗卻遠超自身需要，且浪費嚴重。以美國為例，美國疾控中心資料顯示，今年3月至9月美國就浪費了至少1510萬劑疫苗。更有美國媒體報道稱，美國浪費的疫苗數量遠超許多發展中國家的疫苗接種數量。
Vaccines are a powerful weapon against the virus and bring hope for saving lives. Despite the increase of global vaccine output and vaccination rate, the immunization gap between the developed and developing countries keeps widening, as the latter are still struggling with inadequate vaccine doses. Only five percent of people in low-income countries have been fully vaccinated. Take the African Continent as an example. Only 7.5 percent of the 1.3 billion people there have been fully vaccinated. At the same time, a few Western countries have hoarded vaccines far in excess of their population’s needs and many doses have gone to waste. In the case of the US, as shown by statistics from the US Center for Disease Control and Prevention, from March to September this year, at least 15.1 million doses of COVID vaccines were wasted. Some US media outlets reported that the doses wasted in the US far outnumber the jabs administered in many developing countries.
中國堅持把疫苗作為全球公共產品，向世界特別是發展中國家提供疫苗。當前疫情依然延宕反覆。希望有關國家切實履行承諾，向包括非洲在內的發展中國家提供更多安全、有效的疫苗，彌合全球“免疫鴻溝”，真正為人類早日戰勝疫情作出貢獻。
China sees vaccines as a global public good and provides them to the rest of the world, especially developing countries. As the pandemic drags on, we hope relevant countries will earnestly fulfill their commitment, provide more safe and effective vaccine doses to developing countries including those in Africa, bridge the global immunization gap, and contribute to an early global victory over the pandemic.

People’s Daily: On December 24, the Chinese government and the Cuban government signed a cooperation plan on jointly promoting the construction of the Belt and Road Initiative. Can you tell us more about this?
趙立堅：12月24日，中國國家發展和改革委員會主任何立峰與古巴副總理卡布裡薩斯簽署了《中華人民共和國政府與古巴共和國政府關於共同推進“一帶一路”建設的合作規劃》。這是2018年兩國簽署的《關於共同推進“一帶一路”建設的諒解備忘錄》的執行機制，明確將多項契合古巴發展規劃的合作作為共建“一帶一路”重點合作領域和內容。這將為雙方落實元首共識，加強互利合作，深化中古友好增添新動力。
Zhao Lijian: On December 24, Chairman of China’s National Development and Reform Commission He Lifeng and Cuban Deputy Prime Minister Ricardo Cabrisas signed the cooperation plan between the Chinese government and the Cuban government on jointly promoting the construction of the Belt and Road Initiative (BRI). This document is an implementation mechanism of the memorandum of understanding on BRI signed by the two countries in 2018. It clearly identifies several cooperation projects that align with Cuba’s development plans as key cooperation areas and contents in BRI cooperation. It will inject new impetus into the two sides’ efforts in implementing the consensus between the two heads of state, enhancing mutually-beneficial cooperation and deepening China-Cuba friendship.
“一帶一路”啟航八載，合作領域不斷擴大，合作成果不斷顯現。今年前10個月，中國與“一帶一路”合作伙伴貨物貿易額逆勢增長23%。中老鐵路正式開通運營。中歐班列開行量貨運量跑出加速度。比雷埃夫斯港、瓜達爾港、匈塞鐵路等標誌性專案穩步推進。中非合作論壇第八次部長級會議、中拉論壇第三屆部長會議推動高質量共建“一帶一路”在非洲、拉美更加走實。在145個國家和32個國際組織共同支援和參與下，“一帶一路”正在成為造福世界的“富裕帶”，惠及人民的“幸福路”。
Since its inception eight years ago, BRI cooperation has been expanding to wider areas and delivering more benefits. In the first ten months of this year, China’s trade in goods with BRI partner countries bucked the overall downward trend and rose by 23 percent. The China-Laos Railway is officially up and running. China-Europe Railway Express saw accelerated growth in freight services and cargo volume. Flagship projects like the Piraeus Port, the Gwadar Port, and the Hungary-Serbia Railway are making steady progress. The eighth Ministerial Conference of the FOCAC and the third Ministerial Meeting of the China-CELAC Forum have helped the high-quality BRI cooperation to make more solid progress in Africa and Latin America. With the support and participation of 145 countries and 32 international organizations, the BRI is becoming “a belt of prosperity” and “a road to happiness” benefiting people across the globe.
下階段，中方將同各方一道，秉持共商共建共享原則，堅持開放、綠色、廉潔理念，推動“一帶一路”建設與各國發展規劃、倡議對接。相信在各方共同努力下，高質量共建“一帶一路”在新的一年將繼續向前邁進，不斷取得高標準、惠民生、可持續的豐碩成果。
Looking ahead, China will work with all parties to uphold the principle of extensive consultation, joint contribution and shared benefits, pursue open, green and clean cooperation, and dovetail the BRI with other countries’ development plans and initiatives. We believe that with concerted efforts, the high-quality BRI cooperation will make new progress in the coming year and continue to yield fruitful outcomes in high-standard, people-centered and sustainable development.

China News Service: On December 26, Shenzhou-13 astronauts conducted extravehicular activities for the second time. Since the launch of Shenzhou-13, all its important activities have received wide domestic and international attention. The world has also witnessed remarkable achievements in China’s space endeavors. Do you have any comment?
趙立堅：今年以來，中國航天捷報頻傳。天問追星、祝融探火、天宮開建。中國航天發射次數再創新高。中國訪客兩度飛天，更多“中國星”閃耀太空，更多中國時刻點亮宇宙。神舟十三號發射以來，中國航天員已經2次出艙，今年航天員累計出艙次數達到4次，均取得圓滿成功。除進行日常科研作業外，中國航天員還舉辦天宮課堂，展示中國空間站工作生活場景，演示微重力環境下各項實驗，為普通民眾普及航天知識。中國航天員拍攝的“太空大片”，從空間站視角展現了地球的無窮魅力，激發起我們對共同家園的無比熱愛。星漢燦爛，天地同心。我們一直關注神舟十三號航天員每一天的工作，他們取得的每一項進展。他們是中國人民的英雄，也是人類向太空派出的友好使者。
Zhao Lijian: Since the beginning of this year, China’s space endeavors have witnessed one success after another: the Tianwen-1 probe landed on Mars; the Zhurong rover drove onto the Red Planet; construction of the Tiangong space station started; the number of space launches hit a new high; Chinese astronauts visited space twice; and more satellites were sent into space. The world has seen more “China moments” in the field of space. Since the launch of Shenzhou-13, Chinese astronauts have been out of the space station twice already, increasing this year’s tally to four. Apart from routine science and research work, Chinese astronauts gave a science lecture as they orbited in the Tiangong space station to show how they live and work and demonstrate experiments with microgravity, which have popularized space knowledge among the public. The stunning photos of Earth taken by Chinese astronauts from the space station have ignited our love for the planet we all call home. Looking at the infinity of the starry sky, our hearts are always with the Shenzhou-13 astronauts as we closely follow their everyday work and achievement. They are heroes of the Chinese people and humanity’s envoys of friendship to space.

鳳凰衛視記者：據報道，訊息人士稱美國政府近期向中方提出，擬派主要來自美國國務院和國防部的18名官員赴華，在北京冬奧會期間為美運動員提供安全和醫療支援。接下來還可能將為另外近40名官員遞交簽證申請。請問中方能否證實？是否將批准相關人士簽證申請？
Phoenix TV: Some reports citing sources say that the US government has recently requested to send 18 officials mainly from the State Department and the Pentagon to China to provide security and medical support for US athletes during the Beijing Winter Olympics. It may apply visas for an addition of nearly 40 officials later. Could you confirm this? Will the Chinese side approve the visa applications?
趙立堅：我可以證實的是，中方已收到美方有關人員的簽證申請。
Zhao Lijian: The Chinese side has received the visa applications from relevant US personnel.
此前，美方出於政治操弄的目的，在沒有受到邀請情況下，自導自演了所謂不派外交或官方代表出席北京冬奧會的鬧劇。對於美方要派由政府官員組成的團隊來華並提出簽證申請，中方將根據國際慣例、有關規定和對等原則進行處理。
Earlier, the US side, driven by political manipulation, directed and staged a farce of not sending a diplomatic or official delegation to the Beijing Winter Olympics even though no invitation had been extended. Now with regard to the US request to send a team of government officials to China and their visa applications, the Chinese side will handle them in accordance with international customary practice, relevant regulations and the principle of reciprocity.
我們再次敦促美方踐行奧林匹克精神，停止將體育運動政治化，停止任何干擾破壞北京冬奧會的言行。
Once again we urge the US to follow the Olympic spirit in practice, refrain from politicizing sports and stop erroneous words and acts that disrupt or undermine the Beijing Winter Olympics.

China Daily: South African President Cyril Ramaphosa expressed sadness at the passing of Archbishop Emeritus Desmond Mpilo Tutu in a statement released on December 26. Do you have any comment?
趙立堅：圖圖是南非著名反種族隔離鬥爭領袖。中方對圖圖去世表示深切哀悼，向圖圖家人表示誠摯慰問。
Zhao Lijian: Desmond Mpilo Tutu was a well-known South African leader of the fight against apartheid. We are deeply saddened by his passing and extend sincere condolences to his family.

《澳門月刊》記者：我們關注到近期有媒體報道，立陶宛外長和交通部長宣稱要以“辭職”來為未能阻止白俄羅斯化肥繼續透過立陶宛運輸負責。據報道稱，因白化肥企業被美製裁，立政府欲配合美採取禁運措施，但因立企業不願停止與白方合作而作罷。發言人對此有何評價？
Macau Monthly: There have been reports recently that Lithuania’s foreign and transport ministers offered resignation after failing to stop the transit of Belarusian fertilizers. According to reports, after the US slapped sanctions on a Belarusian fertilizer manufacturer, the Lithuanian authorities intended to help impose the embargo, but failed because the Lithuanian company concerned is reluctant to stop cooperation with the Belarusian side. Do you have any comment?
趙立堅：我們對其他國家的內政不予評論。但很明顯的一個道理是，得道多助、失道寡助。任何負責任的政府和政治家，都應當基於本國人民的根本利益做出決策，對本國人民負責。站在民意的對立面，註定要遭遇失敗。
Zhao Lijian: We don’t comment on other countries’ internal affairs. But as the axiom goes, “A just cause rallies abundant support while an unjust one finds little.” Any responsible government or statesman should make decisions based on the fundamental interests of their people and be responsible for them. Those who stand against the will of the people are doomed to failure.

《北京青年報》記者：據報道，23日，日本福島縣漁業聯合會會長野崎哲會見經濟產業大臣萩生田光一時稱，無法理解將應當保管的汙染水排入生活場所的做法。對東京電力公司違反此前承諾，未獲相關人員理解即啟動排海深感遺憾。韓國外交部官員日前也召見日本駐韓國使館官員，對日本強行推進福島核電站汙水排海程式表示擔憂，並轉交了闡明韓方立場的外交信函。請問中方對此有何評論？
Beijing Youth Daily: According to reports, Tetsu Nozaki, head of the Fukushima Prefectural Federation of Fisheries Cooperative Associations, told Japanese Minister of Economy, Trade and Industry Koichi Hagiota at a meeting on December 23 that he could not understand why the nuclear contaminated water that should be stored will be discharged into places where people live. He deeply regretted TEPCO’s proceeding with the discharge in violation of its earlier commitment and without gaining relevant people’s understanding. ROK foreign ministry officials have summoned officials of the Japanese embassy in Seoul recently to express concern over Japan’s pushing forward the ocean discharge process and forwarded a diplomatic letter stating the ROK’s position. Do you have any comment?
趙立堅：我注意到相關報道。這一報道充分說明，日方一直自我標榜科學、透明地處理福島核汙染水，在日本國內和國際上都沒有得到認可。中國有一句成語叫“掩耳盜鈴”，意思是說，掩住自己的耳朵去偷鈴鐺，比喻自欺欺人。日本沒有窮盡安全處置手段、沒有全面公開相關資訊、沒有同周邊國家和國際機構充分協商。在這種情況下，日本單方面決定向海洋排放核汙染水並持續推進排海準備，這是名副其實的“掩耳盜鈴”。
Zhao Lijian: I noted the report. It fully shows that Japan’s claim that its disposal of the nuclear contaminated water from Fukushima is science-based and transparent is not convincing either at home or abroad. There is a Chinese saying on self-deception derived from an ancient story of someone trying to steal a bell with his ears plugged. Without exhausting safe disposal means, disclosing all relevant information or holding full consultation with neighboring countries and international organizations, Japan unilaterally decided to discharge the nuclear-contaminated water into the ocean and has been advancing preparatory work for the discharge. This is a perfect illustration of the Chinese saying “a thief stealing a bell with his ears plugged”.
近日，中方也透過雙邊渠道對日方推進核汙染水排海準備表示嚴重關切和堅決反對。日方應認真回應包括周邊鄰國在內的國際社會關切，儘快撤銷排海決定，並停止一切準備工作。
Recently the Chinese side has expressed its grave concern over and firm opposition to Japan’s ongoing preparation for the ocean discharge. Japan should seriously address the concern of the international community, including its neighboring countries, withdraw the ocean discharge decision as soon as possible, and stop all preparatory work for the discharge.

《澳門月刊》記者：據《印度斯坦時報》24日報道，訊息人士援引印度安全機構報告稱，在中印邊境對峙的情況下，中國政府將藏族青少年送到集訓營，“灌輸”漢化世界觀、開展軍事訓練，為日後招收入伍做準備。其中最小的僅八、九歲。中方試圖招募更多藏人入伍，彌補漢族士兵高海拔駐紮劣勢。中方對此有何評論？
Macau Monthly: According to a report by the Hindustan Times on December 24, people familiar with the matter citing intelligence reports from Indian security agencies, said that Chinese authorities have begun sending Tibetan children to special camps to be “indoctrinated” with a Sinicised worldview and given basic military training in order to prepare them to be inducted into militias amid the standoff with India. Some of the Tibetan children are as young as eight or nine, and the Chinese authorities are attempting to recruit more Tibetans in order to offset the disadvantages of posting ethnic Han soldiers at high altitudes. Do you have any comment?
