Sichuan, a land of appeal in the eyes of foreign ambassadors
7月8日，智利駐華大使施密特訪問四川，參加智利駐成都總領事館開館儀式，這距離他上次訪川僅3個月時間。在此前的半年時間裡，已有20多位外國駐華大使相繼訪問四川，這個有著“天府之國”美譽的省份，成了各國大使眼中的魅力之地。
On July 8, the Chilean Ambassador to China Luis Schmidt visited Sichuan to attend the opening ceremony of the Chilean Consulate General in Chengdu, which was only three months after his last visit to Sichuan. In just six months before his visit, more than 20 foreign ambassadors to China had paid visits to Sichuan. Apparently, Sichuan, known as the land of abundance, is also a land of appeal in the eyes of ambassadors from all countries.
憨態可掬的大熊貓、布萊希特名劇《四川好人》、神秘莫測的川劇變臉……四川多張傳統名片，名揚海內外。但四川的吸引力遠不止這些。從中醫藥在抗擊新冠疫情中的巨大作用、到成渝地區雙城經濟圈所展現出的無限潛力，這一切都在擴充套件著四川魅力的外延，吸引著外國駐華大使們。
Sichuan has gained popularity at home and abroad with such traditional name cards as the adorable giant panda, the Good Person of Szechwan written by German theater practitioner Bertolt Brecht, and the magical face-changing of Sichuan opera. However, Sichuan’s appeal goes far beyond that. From the vital role of traditional Chinese medicine in the COVID-19 pandemic to the great potential of the Chengdu-Chongqing economic circle, Sichuan is increasingly grabbing the attention of foreign ambassadors to China.
在不同場合，各國使節紛紛表示希望透過加深雙方在經濟、科技、文化等方面的合作，擴大和深化與四川在多領域的合作。一個開放的四川，正在加速走向世界。
On many occasions, ambassadors from other countries have expressed their hope for deepening bilateral cooperation with Sichuan in economy, technology, and culture. Sichuan is speeding up its global reach through opening up.
新朋友老朋友·友好交流越走越近
Friendly exchanges with more friends
“如果有外國朋友到中國旅行，我一定推薦他們到成都看一看。”作為今年首個訪問四川的外國大使，尼泊爾駐華大使潘迪雖然是首次來川，但卻對四川一見如故。潘迪直言，此次訪川是一趟發現之旅。他甚至毫不見外地表示，四川“就像家一樣”，“如果能長期生活在中國，成都是我的首選居住城市！”
“I think Chengdu is a must-see for foreign travelers to China.” As the first foreign ambassador to visit Sichuan this year, the Nepalese Ambassador to China Mahendra Bahadur Pandey already felt attached to this place even though it was his first visit to Sichuan. He said that this visit to Sichuan was a journey of discovery. He even said that Sichuan is “like home” to him. “If I can hang up my hat in China, Chengdu would be my first choice to live in!”
尼泊爾駐華大使潘迪一行訪問四川企業
與絕大多數初次訪川的外國大使一樣，潘迪的行程中有一個“固定流程”——參觀成都大熊貓繁育研究基地。在第一次親眼看到“萌寵”大熊貓後，潘迪表示，無論是大熊貓繁育還是城市建設，都能看出四川在發展經濟和生態保護之間找到了良好的平衡點。隨著全球變暖加劇，極端天氣和流行疾病的發生率不斷提高，四川的綠色發展理念值得尼泊爾學習和借鑑。
Like most foreign ambassadors visiting Sichuan for the first time, Mr. Pandey had a “fixed procedure” in his schedule, that is, visiting Chengdu Research Base of Giant Panda Breeding. After seeing the adorable giant panda for the first time, he said that it was clear that Sichuan had maintained a good balance between economic development and ecological protection, whether it was giant panda breeding or city construction. As global warming worsens, extreme weather and epidemics occur frequently. To deal with these challenges, Nepal should draw on Sichuan’s green development concept.
2020年暴發並蔓延至今的新冠肺炎疫情讓全球為之震動。疫情期間，四川和尼泊爾互援互助的故事成為佳話，兩地友誼愈發深厚。“一旦川藏鐵路和中尼鐵路建成，四川、西藏和尼泊爾將被有效連線起來。”在潘迪看來，從地理到文化，尼泊爾與四川越來越“近”。在2018年四川國際旅遊交易博覽會上，樂山市與尼泊爾藍毗尼文化市締結友好合作城市，雙方以佛文化旅遊為切入點開展合作。2019年7月2日，四川省與尼泊爾藍毗尼省（原第五省）在成都簽署建立友好合作關係備忘錄。潘迪認為，兩地的合作交流應該從省對省、城市對城市和人對人三個層面展開，其中文化交流對民心相通至關重要。潘迪希望，未來四川和尼泊爾能攜手一起創作歌曲、舞蹈或者策劃展覽，透過文化交流讓彼此走得更近。
As the COVID-19 pandemic sweeps over the world, the deed of Sichuan and Nepal helping each other is praised far and wide, consolidating the friendship between the two places. “Sichuan-Tibet Railway and China-Nepal Railway will serve as a link among Sichuan, Tibet and Nepal.” Mr. Pandey believes that Nepal and Sichuan are getting “closer” geographically and culturally. At the Sichuan International Travel Expo 2018, Leshan in Sichuan established a friendly city relationship with Lumbini Cultural Municipality, Nepal, to unite efforts based on Buddhist cultural tourism. On July 2, 2019, Sichuan and Lumbini signed a memorandum of understanding on establishing friendly cooperative relations in Chengdu. Mr. Pandey holds that the two places should carry out inter-provincial, intercity and people-to-people exchanges and cooperation. Among them, cultural communication plays a vital role in people-to-people exchanges. Mr. Pandey hopes that Sichuan and Nepal can bring each other closer through cultural exchanges like the joint creation of songs and dances and the curating of exhibitions.
阿根廷駐華大使牛望道同樣也在2021年實現了對四川的首次訪問。初見四川，這位來自地球另一端的朋友對四川的好感度爆表。“來之前，很多人跟我提過，成都是一個將發展和舒適結合得相當完美的城市，人民的幸福指數非常高。我到了這裡後，確實感受到了當地的發展速度之快和人民幸福指數之高。”
The Argentine Ambassador to China Gustavo Sabino Vaca Narvaja also made his first visit to Sichuan in 2021, during which this friend who had come from afar spoke highly of Sichuan. “Before this visit, I had always heard that Chengdu perfectly combined speedy development and a comfortable life and the happiness index of people in Chengdu was found to be high. After I arrived here, I truly felt its burgeoning development and the happiness of locals.”
除了成都，牛望道還訪問了綿陽。在他滿滿的行程裡，既有參觀四川的優勢產業專案，也有參加文化交流活動和國際合作座談會。
Besides Chengdu, he also paid a visit to Mianyang. He visited projects of Sichuan’s competitive industries, and partook in cultural exchanges and international cooperation seminars.
與尼泊爾、阿根廷兩位大使不同，施密特是四川的老朋友。他已從看熊貓、吃火鍋的“初級階段”，提升到每次到成都都要去九眼橋體驗四川最正宗、最接地氣的採耳。這位大使就像“老四川人”一樣自在。
Unlike the two ambassadors of Nepal and Argentina, the Chilean Ambassador to China Luis Schmidt is an old friend of Sichuan. He has moved forward from the “newcomer routine” of watching giant pandas and eating hotpot to experiencing the most authentic and down-to-earth ear cleaning in Jiuyanqiao every time he visits Chengdu. He is already as comfortable as a Sichuan native.
對四川如此熟悉，皆因施密特在過去3年裡，每一年至少都要來川一次。2019年6月，四川省與智利駐華大使館共同推動建設中智農業示範園成都專案，該專案的建設對推動四川與智利乃至拉美國家優質農產品貿易和四川省高質量農業經濟發展起到重要的視窗作用。施密特甚至還曾笑言，四川人愛吃的Chilli（辣椒）最早來自南美洲，而這一詞彙的發音跟Chile （智利）幾乎一樣。“我們之間有太多相似之處，也有太多可以合作共贏的領域。”施密特這樣說道。
Luis Schmidt’s knowledge of Sichuan is accumulated during his visit to this place, which occurs at least once a year for the past three years. In June 2019, Sichuan and Chilean Embassy in China jointly catalyzed the construction of the China-Chile Agricultural Demonstration Park in Chengdu. This project plays a crucial role in fueling the trade of high-quality agricultural products between Sichuan and Chile and even other Latin American countries, and advancing the high-quality agricultural development of Sichuan. Luis Schmidt said that chilli, a condiment favored by Sichuan people, was introduced from South America and is pronounced like Chile. “We have a lot in common and a broad space for win-win cooperation.” Luis Schmidt said.

多次訪川的大使，施密特並非唯一。事實上，不少駐華大使都是四川的老朋友。
Besides Luis Schmidt, many other ambassadors have also visited Sichuan on many occasions as the old friends of Sichuan people.
今年3月到訪四川的紐西蘭駐華大使傅恩萊，已經來川六七次了。早在1985年，剛從大學畢業的她到中國任教，就曾到過四川。“這裡的變化非常大，無論是基礎設施，還是人們的生活方式都和以前大有不同。四川充滿了活力，外國朋友在這裡能夠找到就業機會。越來越多的紐西蘭企業來到四川尋找合作伙伴，共謀未來發展，我們也支援四川企業和紐西蘭企業開展合作。”傅恩萊對四川充滿了感情，更充滿了信心。
New Zealand’s Ambassador to China Clare Fearnley, who visited Sichuan in March, has been there six or seven times. She had been in Sichuan in 1985, when she came to China to act as a teacher after graduating from university. “Sichuan has gone through tremendous changes, both in the infrastructure and people’s lives. Sichuan provides a vibrant and enabling environment for foreigners to live and work here. A growing number of New Zealand enterprises come to Sichuan to seek partnerships with Sichuan counterparts for their future common development, which has gained support from us.” Clare Fearnley remains fond of and optimistic about Sichuan.
如今，享譽世界的紐西蘭奇異果，最初就是從中國南方引進的。目前，中國—紐西蘭獼猴桃聯合實驗室已經在四川全面啟用。此次訪川，傅恩萊與四川有關領導就圍繞進一步深化拓展紐西蘭與四川在農業、教育、旅遊、航空貨運以及商貿等領域的交流合作再次交換了意見。
New Zealand’s world-renowned kiwifruit was originally introduced from South China. Now the China-New Zealand Kiwifruit Joint Laboratory has been put into operation in Sichuan. During this visit to Sichuan, Clare Fearnley once again exchanged views with relevant heads of Sichuan on further deepening and expanding the exchanges and cooperation between New Zealand and Sichuan in agriculture, education, tourism, air freight and trade.
4月22日至25日，西班牙駐華大使德斯卡亞來川為即將開館的西班牙駐成都總領事館選址，這也是他今年第4次訪川。德斯卡亞表示，十分喜歡四川，也非常喜歡成都。“西班牙和四川有很多相似的地方。比如，四川人的生活很安逸，西班牙人也喜歡安逸；四川和西班牙都有悠久的歷史、豐富的旅遊資源。”德斯卡亞笑著說，“四川地域遼闊，發展潛力大。相信西班牙駐成都總領事館的開館，將加強雙方的溝通交流。未來，希望西班牙與四川在科技、教育、經貿、體育等更多領域建立合作。”
From April 22 to 25, the Spanish Ambassador to China Rafael Dezcallar de Mazarredo came to Sichuan to select the site for the upcoming Spanish Consulate General in Chengdu. This is his fourth visit to Sichuan this year. He said that he likes Sichuan and Chengdu very much. “Spain and Sichuan have a lot of similarities, such as the fact that people in both places enjoy a laid-back life, and that both places have a long-standing history and abundant tourism resources.” He said with a smile, “Sichuan has a vast area and great development potential. The establishment of Spanish Consulate General in Chengdu is expected to consolidate communication and exchanges between the two sides. I hope that Spain will expand its cooperation with Sichuan to such fields as technology, education, trade, and sports.”
作為中國的老朋友，斯里蘭卡駐華大使帕利塔·科霍納曾先後19次到訪中國。今年3月，他來到四川，看到大熊貓後，情不自禁地說：“四川，是我夢想成真的地方！”
As an old friend of China, Sri Lankan Ambassador to China Palitha Kohona has visited China 19 times. “Sichuan is a place where my dream comes true!” He said so when watching giant pandas during his visit to Sichuan in March.
新任以色列駐華大使潘綺瑞也於今年7月底訪問四川，四川又迎來了一位新朋友。
The new Israeli Ambassador to China Irit Ben-Abba Vitale, another new friend of Sichuan, also visited Sichuan at the end of July this year.
無論老朋友、新朋友，見到的都是一個嶄新的、充滿朝氣與活力的四川。未來，四川與世界的聯絡，還將更加緊密。
Sichuan will always show a new and vibrant image to both old and new friends, and continue to strengthen its presence in the world.
成渝地區雙城經濟圈·未來發展越來越好
Promising development of Chengdu-Chongqing economic circle
在大使們看來，四川不僅有熊貓、美食、川劇等經久不衰的元素，更有著對外開放帶來的新機遇。
In addition to enduring elements of giant pandas, delicacies, and Sichuan opera, the ambassadors are also appealed to the new opportunities brought by Sichuan’s opening-up.
“此次訪川收穫滿滿，深受啟發。”潘迪十分看好成渝地區雙城經濟圈建設。具體而言，川渝攜手發展意味著更便利的交通、更充足的人才和更廣闊的市場，尼泊爾希望藉此與四川攜手發展中醫藥產業，並從西部城市走向整個中國。
“I am deeply inspired in this rewarding visit to Sichuan.” The Nepalese Ambassador to China remains optimistic about the construction of the Chengdu-Chongqing economic circle. Specifically, the concerted efforts of Sichuan and Chongqing will secure more convenient transportation, more talented people, and a broader market. Nepal hopes to take this opportunity to join hands with Sichuan in developing the traditional Chinese medicine industry, thus expanding its reach from western China to the whole country.
位於成都的中國—歐洲中心
2020年1月，習近平總書記在中央財經委員會第六次會議上提出，要大力推動成渝地區雙城經濟圈建設，這是以習近平同志為核心的黨中央促進新時代區域協調發展的又一戰略之舉，深刻把握了中國經濟發展空間結構變化大勢，科學順應了高質量發展宏觀趨勢和要求。
In January 2020, General Secretary Xi Jinping proposed at the sixth meeting of the Central Committee for Financial and Economic Affairs that we should intensify efforts in the construction of the Chengdu-Chongqing economic circle. It is a strategic move of the CPC Central Committee with Comrade Xi Jinping at the core to advance the coordinated regional development in the new era. It accords with the changes in the spatial structure of China’s economic development, and conforms to the macro trends and requirements of high-quality development.
四川省委書記彭清華指出，當前川渝合作進入了戰略引領、高位推動、全面深化的新階段。四川將牢固樹立“巴蜀一家親”理念，切實強化“川渝一盤棋”思維，把成渝地區雙城經濟圈建設作為新時代四川改革開放的牽引性抓手。
Peng Qinghua, Secretary of the CPC Sichuan Provincial Committee, stressed that Sichuan and Chongqing have entered a new stage of strategy-led, top-down, all-sided and in-depth cooperation. We will entrench the concept of “Bashu community”, uphold the holistic view of Sichuan-Chongqing integration, and take the construction of the Chengdu-Chongqing economic circle as a driving force for Sichuan’s reform and opening-up in the new era.
2021年是中國實施“十四五”規劃的開局之年，是開啟全面建設社會主義現代化國家新徵程的第一年。四川作為中國的經濟大省、人口大省、資源大省和科教大省，“一帶一路”建設、長江經濟帶發展、成渝地區雙城經濟圈建設等國家戰略在這裡交匯疊加，帶來前所未有的發展機遇，也為四川與世界各國及各地區間深化交流合作提供了更為廣闊的空間和舞臺。
This year marks the beginning of the implementation of the 14th Five-Year Plan and signals that China embarks on a new journey of building a modern socialist country in all respects. Sichuan is hailed as a heavyweight in economy, population, resources, science, and education. National strategies such as the Belt and Road construction, the development of the Yangtze River Economic Belt, and the construction of the Chengdu-Chongqing economic circle have brought unprecedented development opportunities to Sichuan, and provided a broader space for Sichuan to deepen its exchanges and cooperation with the rest of the world.
這樣重大的戰略部署和戰略優勢，也為來川訪問的各國使節所看重。智利擁有豐富的礦產資源，希望能與四川在能源開發、利用方面有更深入的交流。施密特表示，“四川還是工業大省、電子資訊大省，我們對汽車製造、5G等領域的合作也充滿了期待”。
These vital strategic deployments and strategic advantages are highly valued by the ambassadors visiting Sichuan. Chile, with ample mineral resources, hopes to have more in-depth exchanges with Sichuan in the development and application of energy. Luis Schmidt said, “We are looking forward to working with Sichuan, a giant in industry and electronic information, in the fields of automobile manufacturing and 5G.”
5月來訪的巴西駐華大使保羅·瓦萊特別提到，巴西看好中國西部的發展機遇，也一直關注著成渝地區雙城經濟圈建設，希望共同深挖合作潛力，提升航空合作水平，便利人員往來，加強抗疫等醫療領域和經濟貿易、科技創新、文化教育等多方面交流合作。
The Brazilian Ambassador to China Paulo Estivallet de Mesquita, who visited China in May, said that Brazil keeps optimistic about the development opportunities in western China and has been paying close attention to the construction of the Chengdu-Chongqing economic circle. The two sides are expected to tap their potential of cooperation, improve the aviation cooperation, facilitate personnel exchanges, and redouble their joint efforts in healthcare, including the fight against the pandemic, economy, trade, technological innovation, culture, and education.
4月來川的匈牙利駐華大使白思諦則看重雙方在電子資訊、裝備製造、食品飲料、先進材料、能源化工及數字經濟等領域的合作潛力。
Hungarian Ambassador to China Mate Imre Pesti, who came to Sichuan in April, valued the potential of bilateral cooperation in electronic information, equipment manufacturing, food and beverage, advanced materials, energy and chemical industry, and digital economy.
邁出更有實質性的一步則要屬5月來川的哈薩克駐華大使柯依舍巴耶夫。在中華人民共和國四川省—哈薩克共和國阿拉木圖市合作備忘錄線上簽約儀式上致辭時，他表示，哈薩克與四川在經貿和人文領域合作潛力巨大，希望共同推動成都至阿拉木圖航線全面投入運營，擴大農產品領域貿易合作，並積極參與哈中地方合作論壇，開啟合作共贏新篇章。
A more substantial step was taken by Gabit Koishibayev, Kazakhstan’s Ambassador to China, who came to Sichuan in May. At the online signing ceremony of the Memorandum of Understanding between Sichuan of the People’s Republic of China and Almaty of the Republic of Kazakhstan, he said that Kazakhstan and Sichuan boast great potential of cooperation in the fields of trade and culture. The two sides are expected to advance the operation of the air route from Chengdu to Almaty, expand the mutual trade of agricultural products, and partake in the China-Kazakhstan Local Cooperation Forum, raising their win-win cooperation to a higher level.
湄公河國家駐華使節團在阿壩藏族羌族自治州觀看畫展
在成渝地區雙城經濟圈戰略部署下，成渝地區將成為中國繼長三角、粵港澳大灣區、京津冀之後的“第四極”，為更好融入全國乃至全球經濟大迴圈，集聚競爭優勢。四川與各國的友好交流、合作共贏的步伐，也將在不斷深化的開放過程中越邁越大。
Under the strategy of Chengdu-Chongqing Economic Circle, the Chengdu-Chongqing region will develop into China’s “fourth growth pole” after the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Beijing-Tianjin-Hebei Region, thus consolidating its competitive advantages in the national and global economic cycles. Through intensifying efforts in opening-up, Sichuan has accelerated its friendly exchanges and win-win cooperation with other countries.
開領館強專案·深度合作越來越多
In-depth cooperation in building consulates and launching projects
不斷開放進步的四川，不僅有著越來越多跨國合作專案，也吸引了越來越多的國家來川設立領事機構。
Sichuan, which is making constant progress in opening up, appeals to an increasing number of international cooperation projects and more countries to set up consular offices.
2019年10月13日，中國和尼泊爾發表聯合宣告，中方同意尼方在成都設立總領事館。經過一年多的籌備，尼泊爾駐成都總領事館於2021年5月24日正式開館。
On October 13, 2019, China and Nepal issued a joint statement, in which China approved the establishment of Nepalese Consulate General in Chengdu. After more than one year of preparations, the Consulate General of Nepal in Chengdu officially opened on May 24 this year.
2020年12月8日，慶祝中智建交50週年暨四川與智利農業科技示範園備忘錄簽字儀式在成都舉行。根據備忘錄，四川與智利將共同努力，以在成都市青白江區建設四川與智利農業科技示範園為目標，引進智方優良的果樹品種和良好的栽培管理技術，加強雙方農業科技交流，促進雙方農產品貿易和投資，打造集農業科技、休閒文化為一體的田園綜合體，推廣農旅一體化新模式，務實推進中國與智利農業合作深入發展。
On December 8 last year, Chengdu witnessed a ceremony to celebrate the 50th anniversary of the establishment of diplomatic ties between China and Chile and a signing ceremony of the memorandum of understanding for the Sichuan-Chile Agricultural Science and Technology Demonstration Park. According to the mou, Sichuan and Chile will work together to build the Sichuan-Chile Agricultural Science and Technology Demonstration Park in the Qingbaijiang District, Chengdu. The two sides will introduce Chilean superior fruit trees and high-level cultivation and management techniques, strengthen the exchanges of agricultural technology, facilitate the trade and investment of agricultural products, build a pastoral complex integrating agricultural technology and leisure culture, promote a new model of integrating agriculture and tourism, and pragmatically advance the in-depth agricultural cooperation between China and Chile.
與此同時，中智兩國政府就智利在成都設立總領事館達成協議，同意智利在成都設立總領事館。2021年7月8日，智利駐成都總領事館正式開館，智利成為首個在四川設立總領事館的拉美國家。
Almost at the same time, the Chinese and Chilean governments reached an agreement on Chile’s establishment of a consulate general in Chengdu. On July 8, 2021, the Consulate General of Chile in Chengdu was officially opened, making Chile the first Latin American country to establish a consulate general in Sichuan.
西班牙駐華大使德斯卡亞在成都接受採訪
西班牙駐成都總領事館也正在推進之中。2020年5月，中國政府正式批准西班牙政府在成都設立總領事館。德斯卡亞表示，希望西班牙駐成都總領事館的開館能推動西班牙與四川在科技、教育、經貿、旅遊等領域的深度合作。“四川清潔能源發展很好，西班牙在清潔能源的生產、儲存、運輸等方面有很多經驗。在這一領域，西班牙和四川可以有更多的合作。”
The establishment of the Spanish Consulate General in Chengdu is also in progress. In May 2020, the Chinese government officially approved the establishment of Spanish Consulate General in Chengdu. The Spanish Ambassador to China expressed his hope that the opening of the Spanish Consulate General in Chengdu would contribute to in-depth cooperation between Spain and Sichuan in technology, education, trade and tourism. “For example, in terms of science and technology, Sichuan has built an enabling environment for clean energy development, and Spain has a wealth of experience in the production, storage, and transportation of clean energy. Hence in this regard, we have a broad space for cooperation.”
四川與東南亞區域合作也正如火如荼地開展。為慶祝瀾湄合作5週年，5月9日至13日，緬甸、寮國、泰國、越南四國駐華使節組成代表團來川考察。代表團一行高度評價了四川省在民族地區脫貧攻堅、鄉村振興、民族團結進步建立、民族文化傳承保護等方面取得的顯著成果。本次湄公河國家駐華使節代表團來川考察，為後續開展“瀾湄民族地區百名縣長村長脫貧攻堅專案”打下了堅實基礎。
Cooperation between Sichuan and Southeast Asia is also in full swing. To celebrate the 5th anniversary of the establishment of Lancang-Mekong Cooperation mechanism, a delegation of envoys from Myanmar, Laos, Thailand, and Vietnam visited Sichuan from May 9 to 13. The delegation spoke highly of the remarkable achievements that Sichuan has made in poverty alleviation in ethnic minority areas, rural revitalization, ethnic unity and progress, and preservation of ethnic culture. This visit has laid a solid foundation for the follow-up implementation of the Poverty Alleviation Project for 100 County and Village Chiefs in the Lancang-Mekong Ethnic Minority Areas.
